Carmel Jones is a mayor of a small town in the state of Maryland. After a change in government, Mayor Jones launches a campaign to fight a gun-confiscation law, the 28th amendment to the US constitution.
Before the new law is to take effect, Carmel institutes a series of countermands to nullify its effect. As news of his actions spread from county to county, then state to state, he becomes famous for his audacious attempts to keep the law from affecting the citizens of the island hamlet where he lives. Other cities all across the country try to implement his decrees to avoid turning in their guns. He's a modern-day Tom Sawyer.
Due to his rising fame from his actions against gun control, Carmel is approached by groups who want to use his fame to launch him into national politics, but this isn’t to his liking.
Mayor Jones is an inveterate bachelor. He has a number of women he entertains. A woman so beautiful she causes men to bark uncontrollably comes to his small town. She is smitten by this dashing mayor and his growing reputation. Carmel does everything in his power to dissuade her but she is persistent and, until now, unsuccessful in her attempts to interest him.
During the time period, Carmel, who lives on the water, accidentally rams his boat into a craft from the future that appears in his path on the Honga River while he’s out diving for oysters. A man from the future, Cliff, makes friends with Carmel, and gives Carmel a small submarine which he uses to explore the underwater realm of the Chesapeake Bay. In one of his explorations, Carmel finds an underwater cave that he follows deep into the earth. There, he discovers the Blue Henhen, tiny underworld beings that live in the total darkness of the Deep Cave.
The Mayor makes several forays into the cave with various people to study the creatures and the results are tragic. On the last venture into the cave, he finds the Henhen slaughtered and giants with one eye attack his exploration party. Three men are killed and the rest escape, some with serious injuries.
Although not yet getting into national politics, Carmel has an effect on the gun debate and the 28th amendment is eventually overturned.
A future expedition is planned with his friend, Sharky Shauber. They plan a series of explorations to find out what these giants are and how they tie in with our mythological past.
This book contains some humor and eye-poking at the government as well as cultural norms in present-day society.
